They go on to claim that this is a statement of purpose from the new owners to spend wisely and construct a good squad.

Barry Ferguson was in temporary control since late February and performed admirably while in command of his dream job. However, it is time for someone new and confident to lead the good ship Rangers through a safe passage.
Steven Gerrard has emerged as the choice for the Ibrox post, and he is well-known at the club from his previous successful term.
Gerrard had previously led the Gers to their first Scottish Premiership title in ten years. However, there is concern among some sections of supporters regarding whether it would be prudent to bring him back to Glasgow.
