The FC Valencia player is scheduled to join the newly promoted Bundesliga club on loan with a €2 million buy option. Özkakar, a nine-times-capped international, has experience playing in France, Belgium, and Spain.
Köln look to strengthen their defensive corps ahead of the next German top flight season by signing one right-footed and one left-footed central defender.
